Special conditions for the carriage of passengers with childhood autism, Asperger syndrome, atypical autism, and intellectual and mental development disorders

SPECIAL CONDITIONS FOR THE CARRIAGE OF PASSENGERS WITH CHILDHOOD AUTISM, ASPERGER SYNDROME AND ATYPICAL AUTISM

  1. Persons with autism spectrum disorders (ASD) and persons with Down syndrome (a child (children) with Down syndrome) are accepted for carriage only when accompanied by a person who has sufficient physical strength and is prepared to apply, where necessary, restraining measures to the person being accompanied.
  2. To confirm a diagnosis of childhood autism, Asperger syndrome or atypical autism, a conclusion of the medical advisory commission must be provided in form № 026/у, approved by Order of the Acting Minister of Healthcare of the Republic of Kazakhstan № ҚР ДСМ-175/2020 dated 30 October 2020 "On Approval of Forms of Record-Keeping Documentation in the Field of Healthcare" (registered in the Register of State Registration of Regulatory Legal Acts under № 21579).
  3. Persons with disabilities, persons with reduced mobility and passengers with childhood autism, Asperger syndrome or atypical autism, together with their accompanying persons, board the aircraft first, before boarding is announced for the main body of passengers, and disembark from the aircraft last.
  4. The Airline ensures that persons with disabilities and persons with reduced mobility are served by cabin crew who possess practical skills in communication and safe assistance on board the aircraft, including: seating, provision of information, assistance in complying with aviation security rules, meal service, and first aid during the flight.

SPECIAL CONDITIONS FOR THE CARRIAGE OF PASSENGERS WITH INTELLECTUAL AND MENTAL DEVELOPMENT DISORDERS

  1. Passengers with intellectual and mental development disorders may be carried only when accompanied by specially trained medical personnel or by an adult relative (at least 18 years of age, having sufficient physical strength and training to assist the person being accompanied).
  2. Advance booking of the carriage is a mandatory condition of carriage. Passengers with intellectual and mental development disorders are carried subject to prior approval by the Airline, with a confirmed booking and a confirmed special service request (SSR).

Carriage of baby strollers, wheelchairs and folding strollers.

Passengers travelling with children and passengers with disabilities are entitled to carry baby strollers, wheelchairs, powered wheelchairs and walking frames free of charge.

Wheelchairs, electric wheelchairs and baby strollers are carried as checked baggage in the baggage compartment of the aircraft.

Wheelchairs and electric wheelchairs are carried free of charge, in addition to the baggage allowance. An electric wheelchair is carried subject to the following conditions: the batteries of the electric wheelchair must be securely attached to it, disconnected beforehand and insulated in order to prevent short circuits.

If the wheelchair cannot be loaded, secured and unloaded in an upright position only, the battery must be removed. The wheelchair may then be carried without restrictions as checked baggage. The removed battery must be carried in leak-proof packaging resistant to chemical exposure. The batteries must bear the appropriate markings. Wet-cell batteries are carried in an upright position only. Lithium-ion batteries are carried only in the aircraft cabin in sealed packaging, with the battery terminals insulated, in accordance with IATA DGR Packing Instruction 800.

A baby stroller must be presented at passenger check-in to be labelled with a baggage tag. The stroller may be used until boarding the aircraft and must then be handed over for loading into the baggage compartment immediately before boarding.

The possibility of using a baby stroller at the airport before boarding and of collecting it directly at the aircraft upon arrival may be restricted by airport security requirements.

Carriage of animals

Animals are accepted for carriage with the prior consent of the Airline, only as checked baggage in the baggage compartment of the aircraft. The carriage of animals and birds in the passenger cabins of aircraft is not permitted, with the exception of guide dogs accompanying blind/deaf passengers.

The passenger must inform the Airline or its authorised agent of the carriage of animals (birds) when making a booking or purchasing a passenger ticket. A passenger travelling with an animal (bird) by air must hold and present at check-in valid documents (a certificate issued by a competent state authority, and other documents required by the veterinary authorities of the country to, from or through whose territory the carriage is performed).

To carry an animal, the passenger must provide a container/cage of sufficient size with access to air. The bottom of the container (cage) must be waterproof and covered with absorbent material. Animals and birds may be carried in tightly closing baskets or boxes with an opening for air access.

Bird cages must be covered with a thick, light-proof cloth.

The free baggage allowance does not apply to animals and birds. The carriage of animals and birds is charged at the excess baggage rate based on the actual weight of the animal (bird) together with the container (cage). Laboratory animals are not accepted for carriage.

Guide dogs accompanying blind (deaf) passengers are carried in the aircraft cabin free of charge, in excess of the established free baggage allowance, provided that the dog has undergone appropriate training, as confirmed by a certificate, and provided that the dog wears a collar and a muzzle and is tethered to the seat at its owner's feet.

Procedure for issuing certificates at the request of passengers

The Airline provides the following information:

  • Documents confirming information on an actual flight taken by a passenger (the fact of the flight, the cost of the flight, the cost of the base economy class fare, the cost of excess baggage carriage, etc.) may be issued only to the person who took the flight, or to a person whose minor child took the flight (in which case the child's birth certificate/passport must be attached to the application), or to a person holding authority confirmed by a power of attorney executed in the manner prescribed by the legislation of the Republic of Kazakhstan;
  • Documents of an informational nature (confirmation of seat availability, information on delays, etc.) may be provided to any person.

The Airline does not provide the following information:

  • The cost of carriage performed by another airline;
  • The cost of carriage between points not specified in the purchased ticket;
  • Details of the reasons for a flight delay;
  • Personal data requested in respect of third parties cannot be provided to any outside person, including a husband, wife, other relative or third-party organisation.

Procedure for obtaining a certificate:

A complete set of documents (an application from the passenger, a payment receipt, copies of identity documents, copies of documents confirming kinship) must be submitted to the Airline by any convenient means, after which a response should be awaited, which will be given within the time limits established by law.

Conditions for the carriage of sports equipment and musical instruments

Sports equipment and musical instruments are treated as one piece of baggage and are included in the free baggage allowance for fares of the economy and promotional class groups.

If such baggage exceeds the free baggage allowance, it is charged as excess baggage.

Checked baggage allowance requirements

The passenger is entitled to carry, without any additional charge, checked baggage registered under the piece concept (PC) system.

Unaccompanied minor

Unaccompanied minors are carried only on the Airline's direct scheduled flights (to the first point of landing). Children aged 6 to 16 years inclusive are carried as unaccompanied minors on flights within the Republic of Kazakhstan.

An unaccompanied minor is accepted for carriage on the Airline's flights only with a confirmed booking with the Airline and a completed Application for the Carriage of an Unaccompanied Minor specifying all the details required for the carriage.

The Application for the Carriage of an Unaccompanied Minor is completed by a parent or guardian (custodian) in four copies when the ticket for the child's carriage is sold at the Airline's own sales offices, at agencies having direct contracts with the Airline, or at the Airline's representative offices. This service is confirmed by the Airline no later than 3 days before the departure of the aircraft.

Unaccompanied minors are carried only to those airports where the Airline has representatives or agents authorised by the Airline.

Unaccompanied minors are not accepted for carriage between 23:00 and 06:00 in accordance with paragraph 5 of Article 36 of the Law of the Republic of Kazakhstan dated 8 August 2002 "On the Rights of the Child in the Republic of Kazakhstan".

The carriage of unaccompanied minors on domestic flights is permitted provided the following are available:

  • An air ticket;
  • An identity document (a birth certificate for children under 14 years of age, a passport for children over 14 years of age);
  • An Application for the Carriage of an Unaccompanied Minor;
  • A medical certificate on the child's state of health (if required);
  • Confirmation from the Airline
